The Basic Structure of the New "Fundamental Law"


Article 1:Fundamental Concept
    Provisions concerning the fundamental concepts of food, agriculture and agricultural communities:
  1. Food security
  2. Extended functions
  3. Sustainable development of agriculture
  4. Promotion of agricultural communities
Article 2: Fundamental Planning for Food, Agriculture and Communities
    The government stipulates that the fundamental plan explicitly presents policies to be implemented in a comprehensive and planned manner regarding the basic guidelines and goals of self-sufficiency. Overall efforts to accomplish the objectives of the law are based upon this fundamental plan. This plan, taking the time factor and other conditions into consideration, as well as its efficiency, will be reviewed periodically and amended approximately every five years.


Article 3:Policies Regarding a Stable Supply of Food
  1. Improve policies relevant to food consumption
  2. Orderly development of the food industry
  3. Export and import of agricultural products
  4. Food security in case of emergency
  5. Promotion of international collaboration
Article 4. Policies on the Sustainable Development of Agriculture
  1. Desirable structure of the agricultural industry
  2. Development of the agricultural environment by full time practitioners
  3. Retention of farm land and its effective use
  4. Development of an agricultural infrastructure
  5. Manpower and education
  6. Participation by women
  7. Dynamic environment for an aging population
  8. Promotion of agricultural production organization activities
  9. Technology development and application
  10. Price and management stabilization
  11. Aid for damage caused by fire
  12. Retention and promotion of the cycling functions of agriculture
  13. Development of rational distribution channels of materials for agricultural activities
Article 5.Agricultural Community Promotion
  1. Comprehensive promotion of agricultural communities
  2. Promotion of mountain communities
  3. Exchange programs between rural and urban areas
Article 6. Other
  1. Roles of National Government, roles of local and municipal governments, support for farmers and farm organizations, role of consumers
  2. Relevant additional legislation in implementation of the fundamental law, budgetary and financial consideration
  3. Annual report
  4. Establishment of policy formulating committees on food, agriculture and community
  5. Reform of administrative body and organizations to suit the new development
  6. Develop appropriate stipulations for due consideration paid to fishery and forestry industries
