Object of the New "Fundamental Law"


A variety of available data clearly illustrates that a decline in the food self-sufficiency rate and an increase in the negative dynamics within agricultural communities go hand in hand. This new agricultural law has been drafted in order to respond this particular situation based on two guiding concepts, "'food security" and "multi function agriculture" and two operative concepts, "sustainable development of agriculture" and "promotion of agricultural communities".

1. Food security
The importance of stable supply of food is uppermost, that is, to provide quality food at a rational and reasonable price to the people. Taking into consideration the increase in world population , supply and demand forecasts, and so forth into consideration, the basis of our supply must come from increasing domestic production supplemented by the import of that portion domestic production may not cover. "Food security" simply means that the nation must be able to secure the minimum volume of food required for national consumption in case of emergency such as simultaneous crop failures among those exporting nations on which we depend.

2.Multi function role of agricultural
This is an additional and recently recognized concept, consisting of those indispensable functions obtained from agricultural, such as soil retention, conservation of water resources, preservation of the environment and scenic views and similar benefits derived from the traditional agricultural operation. The products themselves are tradable or importable, but these additional functions are not. These can only be secured by keeping certain level of local operation in every region. To dated we have only recognized them as marginal or extra benefit, but now we see them indispensable.

3. Sustainable development of agriculture
Food security and the multi function role agriculture may only be retained if nation's agricultural industry develops sustainable. To do that, infrastructure, agricultural land, water, man should be retained in optimum combination so as to yield high level of efficiency. The traditional agricultural practices have built an inherent recycling function as a part of the natural environment that is sustainable by nature over the lengthy period of earth history.

4. Promotion of agricultural communities
Today, we see depopulation in many communities where agriculture has been traditionally inherent basis of living. Sustainable development of the agriculture inevitably requires positive promotion of the agricultural communities. The requirements are not limited to economic conditions but extend to welfare, living style and other factors.
