In wake of the high school shootings by two boys in Littleton, President Clinton proposed measures which would strictly regulate minors' access to guns, taking a considerable .political risk, challenging the National Rifle Association (NRA).

Strengthening gun control is a natural reaction rather than merely a favorable one, especially to the Japanese who have experienced not a few deaths of their fellow countrymen, including Mr. Hattori, shot at a Halloween party.

Clinton's statement, "although it is hard to alter culture, culture should not be used to avoid individual responsibility," underscored an American dilemma which cannot be easily solved by another new law.
