What is a Children’s Guidance Counselor?

Children’s Guidance Counseling is a licensed qualification established by the Continuing Education NPO. It is a license to promote child growth after-school at student clubs, kindergartens, and day-care centers.

Acquisition Process

Solidifying a warm environment for children’s growth

“After-School Plan”, approved by Budget Bureau of Ministry of Finance in 2007, is made up of after-school measures, combing services provided by The Ministry of Health, Labor and Welfare and The Ministry of Education, Culture, Sports, Science and Technology. Along with regional companies, the system aims to provide safe places for after school programs for elementary school students by utilizing existing elementary school facilities. In the midst of high demand for such facilities and counselors, maintaining knowledge and skill of counseling level is becoming increasingly important. However, currently there is no federal bureau that specializes in the licensing of this field.

Therefore, to provide a licensed qualification for Guidance Counseling candidates will first take the Basic Course to learn necessary knowledge about the industry. Then take a standardized test for licensing itself.

Guidance Counseling Licensing Exam Outline

Exam Summary Guidance Counseling Licensing Exam aims to qualify people who are willing to guide elementary school students after school in places such as day-care facilities and elementary schools. It proves counselor's ability and knowledge to work in such facilities.

Exam Requirements
  1. Must be over 18 years old as the date of exam
  2. Completed Basic Course of Guidance Counseling appointed by Continuing Education NPO *
  3. Must be less than a year since taking the course above
  4. Below must not apply:
    • Wards or Warrantees who are of age
    • Less than two years after finishing/canceled sentence of confinement
    • Less than two years after finishing/canceled sentence of harassment
*Must have attended more than 70% of the class
