LEC's proposal for ''Utsunomiya Human Resources Development'' has been approved by the Prime Minister of Japan. Accordingly, Tokyo Legal Mind K.K. (LEC) – a multifaceted school for a variety of national and non-national licenses – is launching a recruiting campaign to commence classes at LEC University Utsunomiya (its tentative name) in April of 2006.
Taking advantage of the government's structural reform initiative, LEC established Japan's first privately owned university – known as LEC: Tokyo Legal Mind University (LEC University) – on April 1st, 2004.Since opening its first locations in Chiyoda and Osaka, LEC now has a total of thirteen campuses nationwide, with the Utsunomiya campus tentatively set to become its fourteenth.
